A practical tool for tax analysis Modeling personal income taxes can be done using MS Excel. This is a highly accessible approach that can be developed by having experts work closely with others who may not be quite expert. After implementing this approach, those who helped build the model are able to manipulate it, run scenarios, update the database, make projections, and even restructure the model to account for changes in law or to model other behaviors.Attached here are the model in MS Excel and the explanatory document presenting some results.
