In addition to providing research, training, and other direct services for USAID/EGAT, the Fiscal Reform and Economic Governance team provides in-house expertise to USAID field missions and operating units.
Team members can carry out design, assessment, and evaluation activities, as well as intermittent technical advisory services, and provide troubleshooting concerning fiscal and economic governance issues. They can distill best practices, provide quick reviews of specific fiscal and economic governance issues, and deliver short-term training and technical assistance on related topics. Tasks might include: - Assessments of countrywide tax structure or individual tax reviews;
- Recommendations for modernizing tax or customs administration;
- Public expenditure/budget reviews;
- Assessments of public sector financial management systems;
- Analysis of a strategy for fiscal decentralization;
- Distillation of best practices in civil service design; and
- Training in areas related to fiscal reform and economic governance.
Requests that the Fiscal Reform team has handled to date include: - Southern Sudan: functional design of a nascent Ministry of Finance;
- India: recommendations for reforming intergovernmental fiscal relations;
- Vietnam: capacity building to forecast the revenue impact of free trade agreements;
- Jordan: policy analysis in support of a major income tax reform; and
- São Tomé e Principe: development of tax administration component of an MCC Threshold Country Plan.
