 "Tools" are analytic devices to help accomplish assessments, analyses, designs, or evaluations relevant to bringing about institutional, organizational, or developmental change. The Fiscal Reform and Economic Governance Project focuses on development of tools that can be useful in supporting fiscal reform and improvements in economic governance.

The project also develops international "best practice" literature addressing various aspects of fiscal reform and sustainable economic governance. These best practice notes are designed to be directly useful in the assessment, design, review, or evaluation of USAID and other donor-funded program interventions.
